At 1815Z the Cloud Top Cooling showed several detections in PA, just west of the New York and Washington Centers. Additionally, the latest NearCasting forecast showed increased instability in the Northeast over our area of interest. The 1802 UTC already showed a broad area of scattered convection. We anticipate further slow development of these 'popcorn' cells which may cause traffic constraints at the New York and Washington Centers.
